My ball speed is 17- 18 on the monitor. Low revs, I'm thinking about 40x4x40 I had a mission drilled like that and it reacted great. Any thoughts?

The block in the Cruel is significantly stronger than the Mission.
What reaction are you trying to get out of the Cruel?

A strong arc. With my speed I have no trouble getting the ball down the lane. My pap if it matters is 5 3/4 x 7/8 up.

I'd be a bit nervous recommending the 40x40@4".
I'd lean more towards a 55x35@4.5". Throw it before you place the hole. If you want it earlier and smoother use a P3 or P4 hole.
I would rather you use the slightly weaker drill pattern with a strong hole than have the ball potentially burn prematurely. Thus far drilling angles of 60*+ have been producing the best results with the Cruel, but the 5 degrees will be fine because of your speed dominance.

Using the angle sum I recommended, you will most likely need the hole to make it legal. If the reaction is what you are looking for as it is, use a P2 hole to affect no change but bring it legal. If it is too early, use a P1 hole to help it push a bit. If you want it to be stronger, a P3 or P4 hole depending.
If you get it drilled and throw it and then report back with your findings, I can help you place the hole.

What do different paps mean? Like mine is 5 3/4 x7/8 up can u tell anything about how I roll it from that?

PAP isn't really a conclusive figure in determining ball roll. It helps to know, as it does give a bit of a clue as to what is going on. That being said, it is absolutely imperative to know to properly lay out a ball and measure current layouts.
Tilt/track diameter and rotation are more important because they tell you how the ball actually rolls. From this you can surmise the amount of friction created by your ball roll. Add a speed and rev figure and you have the ability to very effectively picture how the ball travels down the lane. They are all pieces to the puzzle.

No hole needed. This ball is a monster. 680 first time using it in the league.
