as you increase the drill angel and decrease the val angel what affect does it have ? if you increase the val angel and decrease the drill angel what affect does it have . pin up pin down does it mean any thing or can you have the same results by changing pin to pap and closing down the angles?

Specifically speaking of asymmetrical cores:
As you increase drill angle, you delay the first transition; decreasing the VAL angle will increase how quickly the ball will respond to friction. So, roughly speaking, a 45* by 4" by 45* ball will tend to want to roll the whole lane, with a smooth movement at the breakpoint. Compare to a same ball with a 60* by 4" by 30* layout, this ball will tend to go longer, and have a much more pronounced change in direction at the breakpoint.
There are some provisos:
*Know your core. The Cruel core has a fairly defined set of drill angles you should stay within: 60* or more. Because of the high intermediate diff (the .030 spec), it will transition very quickly in the midlane with drill angles less than 60*, which may totally kill the backend (unless you are very speed dominant)
*Weight holes can alter or enhance the tendencies of a layout. See Justin's earlier thread discussing "New weight hole placements" for explanations.
*Surface, surface, surface. Your #1 influence on ball reaction. Match the ball's surface to your game, the condition and the lane surface you bowl on.

With symmetrical balls the drilling angle is moot until you actually drill it. The after drilling PSA, with no weight hole placed, will end up approximately 6.75" from the pin within .5" of the center line. Once a hole is placed the PSA will move towards it, how much depends on size and placement. The only way to exactly locate this is to spin it.
The primary factors when choosing a layout are pin distance and VAL angle. As with any ball regardless of core construction, surface is the primary determinant that will trigger the first transition.
With asymmetrical balls, the important factor is differential ratio. Diff ratio defines the amount of time between the first and second transition. Once the ball is drilled this is defined and will not change without placing a hole or further altering the existing holes. The ratio of drilling angle to VAL angle is a tool used to match up your bowling style with an appropriate layout. The pin distance is determined primarily by tilt. The balance hole placement is used after drilling to tune the reaction. Again, surface is primary.
As you decrease the angle ratio, there is less time between first and second transition. If you increase the ratio, this span of time goes up. Match up speed dominant folks with low ratios to promote proper transition and carry. Match up rev dominant and low tilt players with higher ratios to lengthen transitions.
