Does anyone know the effects of placing a balance hole left of the Pap and closer to the grip center? I have a used ball with a balance hole approximately 3" off the grip center in line with my pap. I was going to plug it and re drill a new hole but I thought I would get educated first. I have an understanding of Gradient Line Balance Hole system but I couldn't find another system that explains this.

It could very well be a target weight hole. The Target Weight system was used before CAD analysis of RG contours and the impact of holes on each of the axes' RG values. It was used when it was assumed that static weight still mattered back several years ago. Up to you if you want to plug it and move the hole or not.

I will most likely plug it up and drill a new hole. The ball reaction needs to be tweaked anyway. Thanks for the info.
