On assymetrical balls, if the layout puts the psa on or near the thumb hole is it the same as a p4 wieght hole

Not entirely. I believe that as a PSA is positioned closer to the thumb, the differential numbers increase somewhat, but you can still tune it with a hole, either below the thumb or just to the right of the thumb, pitched away from it accordingly. (JustinWi put up a formula for the hole that takes into account the bit size and pitching to keep the bottom of the weight hole from intersecting the bottom of the thumb).
