Which is overall stronger of a coverstock,,, The Backdraft Motivator-Z Hybrid coverstock or The Thrash Frenzy Whiplash Pearl Reactive coverstock?

Whiplash by quite a bit, but the cleanliness and strong response to friction of whiplash are where the biggest differences are seen.

Is the Frenzy a good replacement for the Original Thrash, my Thrash is too strong for my house even when i put it at 4k no polish?

Have you tried polish on the Thrash? The Frenzy will be longer but also stronger in the backend than the original.

No I have not tried polish on my Thrash, I don't like altering bowling balls i.e , if it a dull peice, i would use pads only,,polish, i keep it polish with higher or lower pads, bit i put polish back on it... I like to see the natural motion of the ball whether polishes or not, just keeping them close to oob as possible.

OOB is just that, out of box. Its relevance ends once the ball leaves the box, no need to stick to it.
Polish it, they roll great with some shine. The cover on the Thrash has a slower response time to friction than Whiplash. If that doesn't solve your problem then we can look at other options.
